First thing, if you are able to login to Azure portal with your free trial account, you should be able to create Azure resources and have access to cost management data. Refer to - https://learn.microsoft.com/en-us/azure/cost-management-billing/costs/understand-cost-mgt-data#supported-microsoft-azure-offers

Another possible reason for not being able to use the Azure services could be that you are trying to access the subscription for which you do not have access to. Type 'subscription' in the search bar and select the one that you have access to.

Also, check if you have selected the correct directory.
