Cannot access file security

I had compressed a file to free up storage but when going back to extract all, it tells me that I do not have permission to this. My user is the only one on this system and an administrator account. I go to Properties and Security on this file and it tells me "the requested security information is either unavailable or can't be displayed". I do not know how to solve this issue, is there anything I can do?

    Thank you for posting in Q&A forum.

    Can you see takeownership option via Security tab?

    If no, can you change Owner of the folder?

    If you cannot see takeownership option, neither take the Owner.
    You can start to safe mode and check if you can see takeownership option or take the Owner.

    After you can take ownership of the folder, you can change the permission of the folder.
