I found a folder called "install" in my Local files - is it normal?

Not too sure if I've posted this in the right place but I haven't been on my computer for a while, but a bit after all the updates I had to do I saw the warning below. Went to follow the directory and it's in a folder that no longer exists, at all. Did some scans with various antivirus sw's and nothing shows, so I left it a bit. However, today my computer took a long time to load the home page after I logged in so I thought I'd dig around some locations, and stumbled on the folder "install" down below. Now, I made the link that I probably would have downloaded the app that causes the unwanted apps alert around the time of the "install" folder's creation, and going into it, I saw what seemed quite dodgy to me - the name of the folder inside it - and inside were what seemed to be versions of a user.config file.

I have no clue if I should be worried or not, because I don't know what's normally in the Local files (I never really need to go into there unless I want to find a game's files to mod it or whatnot). I would also appreciate if somebody could explain the fact that, even though that file directory no longer exists, I still get warned of it.
