is there a max number of Power BI bookmarks you can save?

No there is no document for now mentioning the maximum bookmark number, you can create as much as you want,

I found it in this article published at https://powerbi.microsoft.com/en-us/blog/announcing-personal-bookmarks-in-the-power-bi-service/#:~:text=Note%3A%20You%20will%20be%20able,of%2020%20bookmarks%20per%20report.

It shows that you're allowed to use till up to 20 bookmarks per report.
