cann't downlaod attachments from azure bot in webchat channel

I have a chatbot using Python bot framework and the bot will send files to the user to download them when I try the bot locally using the bot emulator there is a download button next to the attachment that is sent to the user from the bot and it's working successfully but when I deploy it to the azure bot and try to test it in webchat there is no button to download the attachment.
as you can see in the second image below is the webchat channel there is no download button next to the file name.
and as you can in the first image below there is a download button in the bot emulator
