How to create custom process in DevOps

I am trying to create a custom process in DevOps to match our workflow. How do I create a process that is not an "Inherited Process"? When I create an Inherited Process, there are rules that I cannot change that came from it's base process. I'm trying to create a process from scratch that has nothing inherited. Thanks!
