can we create a Personal Access token using access token or basic auth, there is no where provided about the headers and i tried to create pat with both basic auth oauth2 using access token it is not working with rest api

Here i tried to call this api using oauth2 using access token and with basic auth providing my valid username and password it is giving unauthorized error while i'm having full access
