How to regain access to a School/Uni Account without IT-Administrator assistance?

Question

I am having trouble accessing my School/Uni Account and have been unable to change my password. The system prompted me to contact the IT-Administrator to reset the password, and when I did, they were unable to assist me. Now, my account is temporarily blocked and I can't seem to get access to it.

Is it possible to regain access to my School/Uni Account without the help of an IT-Administrator? I created the account on my own and have always been able to change my password without any assistance before.

Sorry, if you are using School Account and it is blocked, you need school's IT admins to unblock or reset password it first, as the organization accounts are controlled by admins.

The Admin Center page is https://admin.microsoft.com/#/homepage, and the setting interface is like following image.
