If I purchase Office 2019, will I be able to access e-mail on Outlook?

To access e-mails on Outlook, you need to add the email account on Outlook.

So you need to have a version of Office which include Outlook.

Please refer to DSPatrick's reply, go to "Find the Office that's right for you", select the options as your needs, such as "Outlook" under "I need these apps".

Then you would get recommended results at right panel.

I have Windows server 2016 std. Do office 2019 or office 365 Business Edition will work
