Compilation error visual studio 2019

Good afternoon, I have the following problem in visual basic whenever I compile either several lines of code or a single one, I always get what is indicated in the image, already and reinstalled about 3 times and searched information but I cannot solve the problem.

According to this image, please check if the version of windows7 is sp1 and later. The document: Install .NET Core on Windows

After that, you could try to re-install the .net core 3.1 SDK, and then restart your machine.
