WHLK "Deploy Packages" / "Deploy Package WCOS" Error during test run

I recently updated to HLK for Windows 10 2004. My test client is running Windows 10 2004, and the HLK controller is running Server 2016, with the Win10/2004 HLK installed. When running any test from the Microsoft Playlist which contains the "Deploy Package WCOS (CoreSys) option against a USB device, this step fails. Deploy Package WCOS attempts to execute
"C:\Program Files (x86)\Windows Kits\10\Testing\Runtimes\TAEF\x64\TestNetv2.0\ccrun.exe" but this step fails. When examining the Windows Kits directory, ccrun.exe exists in places like
"C:\Program Files (x86)\Windows Kits\10\Testing\Runtimes\TestNet\arm64\TestNetv2.0\ccrun.exe" but not the above directory. Manually copying ccrun.exe into the specified directory does not seem to help. Does anyone have any pointers? All tests which invoke "Deploy Package WCOS" fail. I did notice that the security catalog file C:\Program Files (x86)\Windows Kits\10\Testing\Runtimes\TAEF\x64\TestNetv2.0\update.cat, is no longer valid, and expired on 10/25/2020. I have no idea if that is relevant.

    You may refer to this document(https://learn.microsoft.com/en-us/windows-hardware/drivers/taef/getting-started#manually-installing-and-uninstalling-taef-on-a-test-computer) to install TAEF manually.

    The instructions refer to WDK 8.0. The Windows 2019 HLK Trial VM only has a %program files%\Windows Kits\10 directory, and there is no ""Test Authoring and Execution Framework x64-x64_en-us.msi" file in the "10" directory. Do I need to install WDK 8.0 to install TAEF for Windows 10, or is TAEF's client .msi included elsewhere under the "Windows Kits\10" directory?
