Power Automate send attachments in email

Hello

I am trying to set up a workflow in Power Automate.

The trigger is a new file being created in a OneDrive folder. This file comes from a submitted Microsoft Form.
This step is fine and has no problems, I believe.
From there, I want to send an email with this new file attached.
I have a workflow that should work, and sends an email with the file attached, but when I try to open the file it says it cannot be read, even though the format is .pdf.
Any assistance is appreciated.
