Is it possible to integrate a 3rd party such as Libguides CMS LTI into SharePoint?

It depends upon what you want to achieve with that integration and how closely you want to integrate them.

SharePoint has has extensive list of APIs which you can use to integrate any external application. If you want some external application to be integrated within SharePoint, you need to use that tool's APIs. You can develop solutions using PowerApps, PowerAutomate or even custom SPFx based components to show content from CSM LTI in SharePoint.
