Server 2012R2 server on Azure & ESU Patching

Hi

I have a server 2012R2 hosted in Azure (Not Arc).

I have installed the preparation package (KB5017220), and the last patch it has is October 2023 CU.

This server is patched by SCCM.

It has installed the November SSU, but the problem is, it is not detecting the November CU as being required.

Am i missing some steps here? Aren't servers on Azure meant to get free ESU support?

Thanks DM.
