Windows Server VM SQL Instance not recognized

Hello, I cloned a working Windows Server 2016 VM with a working SQL instance and the cloned VM does have SQL and I can conntec to it locally, but it is not recognized by Azure as a SQL resource. It's possible there could be a naming confliect due to the server being a clone copy, but no errors are reported.
