I cannot get my app verified

I wrote an iOS app to help people organize their OneDrive files. Therefore, I needed to create an Azure app to ask for permissions. I verified my domain and implemented the OAuth2 part but in permissions page, Microsoft shows my app as unverified. See below: enter image description here

Digging through documents, I realized I needed to create a Microsoft Cloud Partner account. Due to either a flaw in their flow or something I'm missing, I'm not able to create such account.

I do login with my work account and it has an Azure account. However, the UI complains that I should do exactly that. When I click "Sign in" it even shows that I'm already signed in. I tried the options below but still with no help. Next button is disabled.

I must be missing something but I cannot figure out what. I'm stuck with this for 2 days. I read so many posts from different platforms where other people were complaining about the same thing but couldn't find anyone successfully passing here.

Could anyone help how to get cloud partnership with Microsoft or how to get my app verified in a different way? Thanks in advance!
