Scenario Question Format

Why are you not allowed not use paper to write the information for a scenario question in an exam ? I did the AZ700 and must have wasted 10 minutes just to understand the format of the question and another 30 minutes going back and forth for the for each of the relative 9 questions. I don't find the on screen notepad on the screen helpful, what's the point of retyping the scenario again to make sense of it. Then rushed to finish 31 question in 40 minutes and failed miserably !!
