AVD host error SxSStackListenerCheck -Custom Image

I am getting the error described below after I add hosts to an existing pool from a custom VM deployed to the Azure Image Gallery. If I create a new single VM not part of AVD I can see the image is fine and works, and I can log in using bastion. When I deploy the VM to be in an AVD pool config; it deploys successfully but I am getting the error below and I cannot use the VM in an AVD pool configuration. Any ideas?

SxSStackListenerCheck - This health check verifies that the side-by-side stack is up and running, listening and ready to receive connections. If this check fails, it is fatal, and no connections will succeed. The agent is taking corrective action to solve this. You may want to restart your VM as well. If this doesn’t work, please open a support ticket.

    What happens if health check Side-by-side (SxS) Stack Listener fails?

    Edit: In this case, it may be an issue of the OS SKU used in the image:

    As you mentioned, side-by-side (SxS) Stack Listener verifies that the side-by-side stack is up and running, listening, and ready to receive connections. If you've already restarted the VM and the issue persists then we'll need to start a ticket.
