I am looking to purchase SQL 2022, but need to install the SQL 2016 version due to an application requirement. Can I downgrade to v2016

I believe that should be possible, but for legal matters, you should speak to a Microsoft representative for an authoritative answer This is a technical forum, and techies are not good at legal matters.
