Cognitive Services Resource Unavailability

A few hours ago, we observed a noticeable decline in the API response time on the East US server. In the Health history, we encountered an error stating, "We are sorry, your Cognitive Services resource is unavailable. We're working to automatically recover your Cognitive Services resource and to determine the source of the problem. No additional action is required from you at this time."

Despite the recommendation to take no action, our service has effectively been non-functional for several hours due to substantial delays ranging from 3 to 10 minutes.

Could you please provide insights into the nature of the problem, and what steps we can take to expedite the resolution?

Hi Bogdan Zabokrytsky,

I have got confirmation from products team that they have determined this issue was caused by an increased usage load of azure open ai service (when performing API calls to GPT 3.5 Turbo models version 0613) and they are actively working on the mitigation of this issue. You can find the latest updates on health of service on Service Health portal . Sorry for any inconvenience this may have caused you.

The problem has been resolved and you can now access the gpt-35-turbo models in east us. I have verified this in my own environment, and it works well.
