Is there a way how to get CSV format for pricing details from this URL?

Yes, you can export in CSV format here are the options.

1. On pricing details page for Azure Database for PostgreSQL - Flexible Server Scroll down to the "Pricing calculator" you can export to excel and save as to csv. https://azure.microsoft.com/en-us/pricing/details/postgresql/flexible-server/
2. you can use the Azure Retail Prices API Azure Retail Prices REST API overview | Microsoft Learn
3. you can also download the Azure pricing calculator tool to get pricing details for Azure services in CSV format https://www.microsoft.com/en-us/download/details.aspx?id=43376
