What's the account that you are using(Microsoft 365 account, Exchange on-premises account or others)?
The phone number in My Account section is incorrect but I can't edit it.
As I know, there seems to be no "My account" section in Outlook client, we just could find the phone number in address book like below, is it also your case?
If so, the issue is more related to your account itself and we actually couldn't change it in Outlook. For your issues, I have researched a lot and found some workarounds:
For Microsoft 365 account: the admin could change the users' phone number via Office 365 portal(Admin>Exchange>Recipients>Mailboxes>Double-click the user>User Mailbox>Contact Information>Save)
Also, we could change it via Azure AD(Azure AD>Users>Double-click the users>Edit)
Besides, if you are using Exchange on-premise account, we could also change it via OWA(Options>See all options>Edit)
