May I know the resource region, and pricing tier you are working on?
I have reproduced the same by creating a language service resource and it worked well on my end: https://learn.microsoft.com/en-us/azure/ai-services/language-service/language-studio#use-language-studio-with-your-own-text
I would suggest you check for all the necessary permissions and access rights to deploy the Azure Language Service resource: https://learn.microsoft.com/en-us/azure/ai-services/language-service/concepts/role-based-access-control
