How to install Windows language packs offline.

Windows Info : Windows 10 IoT Ent 2019 LTSC HIGH END, OEM SOFTWARE

Installation languages: English, Chinese

The PC usage environment is a closed network where the Internet is not connected.

I'm going to install the language pack offline.

Is there a way?

If you have a Windows 10 Enterprise subscriptions (formerly called Software Assurance), we recommend that you download language pack media from the Volume Licensing Service Center (VLSC).
