New Tab Page is being managed by policy.
When opening a link which could be in Outlook, Teams, file shortcut, or within Edge as a favorite or the Edge Settings page, sometimes a new tab opens and starts to loading the link but then in a couple seconds, it switches and loads to what is configured as the New Tab Page. After second or third attempt of clicking the link again, sometimes loads correctly but not always.
This behaviour began after I started using Workspaces in Edge and might have specifically started when I set the Default workspace for external links to be my workspace instead of the last non-shared window. However I tried with either config and the issue still exists.

Do you mean the issue persists after you set the option back to "last non-shared window"?
You could update the Edge to the latest version 119.0.2151.97 first, clear browser cache and cookies, signing out of Microsoft Edge and then restart the Edge, signing in again, to see if it fixes the issue.
@Raina Zhao - MSFT the issue seems to have stopped after recent updates. Running 120.0.2210.133 at the moment and have not experienced a recurrence. Thanks
I spoke too soon. On version 121.0.2277.98 and it's happening again. Specifically the issue occurs if I only have a Workspace window open. If i have a Workspace window open, and a normal Edge windows, and the normal window is the last one used, and I open a link which opens in a new tab in the normal window then it opens fine. But if the link opens in a new tab in the Workspace window, i get the behaviour where the link opens to the desired URL for 2 seconds and then switches back to my Home Page without any user interaction. I found that I can avoid the issue also if I right click on a link and select "Open link in a new window" this works, but if you select Open link in a new tab the bad behaviour occurrs. I love using Workspaces but this behaviour makes it unusable.

I have the same problem even on the latest build: 122.0.2365.92
I have the option "last non-shared window" selected.
This occurs only inside workspace. A new window outside works as expected.
Even edge pages, like settings have the same behavior. Open settings and 2s later redirects to the homepage.

Hi All,
For me I can't even open the settings page in workspaces - it instead opens the home page. :-(
I found the culprit with at least the Search Engines - specifically the Bing one. This issue happens for me while using the normal Bing search.
But when I change to Google search, then I get the normal behaviors also in workspaces at least for opening search results in new tab. I now changed my default search engine as Google on Edge due to this reason.
