Assign a OneDrive (For Business) license to an external (AD registered) user

We are trying to assign a OneDrive (For Business) license to an external (AD registered) user in our tenant. Previously, we could see options for doing this on the admin site. However; it looks like the admin site has changed and we are not able to find this option anymore (option to assign License to external User). As mentioned, the user is registered in the Tenant. 
Can you please inform us how we can assign the OneDrive License to an external user now?

    Where are you trying to perform this action? Both the M365 admin center and the Entra ID one allow me to add a license to a Guest user, so does PowerShell. Can you try to perform the operation via Graph API or the PowerShell SDK and share any errors here?

    Have you tried to go to the Users > Guest users page in the admin center to have a check?
