Cannot created Microsoft Developer Sandbox

I am trying to create a Microsoft 365 developer sandbox. I see that there was an issue with this from the banner at the top of the page but it is claiming that it is fixed. When I try to create the sandbox I get
We're unable to complete this request
Sandbox provisioning is currently disabled due to a technical issue. Please try again in a few days.
How do I get past this? Saw this in another question and no resolution.
