Lack of a system for reporting bugs in the Win32 API.

Hi, I need Microsoft to fix a long-standing problem in some Win32 API functions. Is there any system where problems with Win32 can be reported? Something like the Visual Studio developer community, so that it is obvious that someone is actually addressing the problem and when it will be fixed?
My experience so far with Microsoft is either the advice "tell someone else" or "we'll let you know" and any attempt at further communication goes unanswered. I have been solving the problem in this way with Microsoft for more than half a year.
Reporting via the Feedback Hub remains completely unaffected by any response from anyone competent, as does the Microsoft Learn forum where I can chat with others who have the same problem, or with experts who are not really interested in solving the problem, but that doesn't solve it. Trying to communicate this anywhere else leads to the standard "don't bother us with this" response without any effort. In doing all of this, it is Microsoft, unable or unwilling to address the problem regarding its product.
I've even tried reporting the problem via paid support, but this method is broken, with the error "Tax calculation was unsuccessful, please try again later.".
Does anyone know of a way to overcome this bulletproof defence that Microsoft has built up against its users, so that there is a chance for someone competent to deal with it and give any feedback?

Finally, what is actually the problem - the GetSystemMetricsForDpi and SystemParametersInfoForDpi functions that leave side effects on the system, more here: https://learn.microsoft.com/en-us/answers/questions/1289843/systemparametersinfofordpi-will-corrupt-the-window
