How to change permissions for files and folders in an IMG disk image

Question

I am attempting to extract the contents of an IMG disk partition image of a Windows 10 installation, which was in turn extracted from a larger DMG image of a partially corrupted hard drive that I was unable to mount. The files, folders, and structure of the disk image are all intact and uncorrupted, but unfortunately I am unable to mount the image. To work around this issue, I am trying to extract the entire contents of the image using 7-Zip, but I am running into issues with protected system files on the image, which I cannot copy and extract due to lack of permissions. Since I cannot mount the image to change the permissions by editing the security properties of the restricted files and folders, is there a way to edit the permissions without mounting the image? I have already attempted to extract the image while running 7-Zip as an Administrator, but that does not work.
