Azure OpenAI - Base Models Disappeared

Error Info:
- I was able to use OpenAI service for a day or two. However, it suddenly became unable to be used.
- In OpenAI Studio, my models has gone, and I am unable to deploy or create anything. When I click "Create a custom model" button, nothing happens. no response.
- my chatbot still works in Studio and able to be access by developing python environment but not other application.
Error Message:
<When Tring to Create OpenAI>
The subscription does not have QuotaId/Feature required by SKU 'S0' from kind 'OpenAI' or contains blocked QuotaId/Feature.
When I chose other region only "Italy North" let the error message gone, but I still cannot select Price Tier

Uncaught (in promise) Error: 'NoneType' object has no attribute lower.
My collogues have a environment under the same condition as mine, accept we using our own OpenAI. Thus, I think my broken OpenAI is the reason I got the error.
What I have done so far:
- I got email that my subscription has registered to Azure OpenAI service, twice(I tried registered for second time, wonder if it works).
- I changed my language and region settings to match Azure OpenAI settings, still not working.
- I tried creating new resource group, still not working.
- I moved my subscription to another directory, not working too.
- I tried using
azd
command to changed the location too but it does not working.
My Account Info:
- I checked my Quotas and Credits, there still plenty left.
- My subscription, resource group, and OpenAI's location are all the same: Japan East
- I only have OpenAI as a resource in a resource group, I do not need anything else as I'm just trying to create a public chatbot.
- My SKU is set for s0, I tried to change to S or S1 using CLI, but not working.
- My subscription is Azure Free subscription.
- My account have Owner and Cognitive Services OpenAI Contributor as an authority on the resource.
