    1. Yes, you can upgrade Windows 10 Enterprise LTSC 2019 to 21H2. But the latest Windows 10 version is Windows 10 22H2. You may upgrade to Windows 10 22H2 directly.

    "upgrade from Windows LTSC to Windows General Availability Channel is available when upgrading to the same or a newer build version. For example, Windows 10 Enterprise 2016 LTSB can be upgraded to Windows 10 Enterprise 22H2"

    1. The differences between Windows 10 Enterprise LTSC 2019 and 21H2 are as below:

    a. Windows 10 Enterprise LTSC 2019 means long term channel. It would be supported for ten years. It means you will go on gettting security updates for ten years. This version didn't include store apps such as windows store, windows camera.

    b. Windows 10 21h2 or 22h2 is General Availability Channel. Usually this channel will be supported for 2 years since its release date.
