SqlServerExtension.Service.exe fails to start on server linked to Azure Arc

I am trying to connect an on-premise server to azure arc, and link the SQL Server 2022 instance running on that machine.

Initially I tried installing the extension through the Azure Portal, but it looks like the SqlServerExtension.Service failed to start properly, so that extension is now stuck in "Creating" status and I can't remove it (the Azure CLI claims the resource does not exist). This is blocking any further attempts to reinstall the extension.

When I try and run SqlServerExtension.Service.exe on the server, I see a strange stack trace in the stdout - I've attached the full output: sqlServerExtension.log

Any ideas on how to get the service running?
