Can you share the ApplicationID? Also, below are the pre-requisites to deploy Azure OpenAI resource.
User needs to be a reader at the Subscription level and should have Cognitive Services OpenAI Contributor on the resource level to work.

I have checked internally and found that, currently the Free subscription and Azure For Students subscription plans are no longer allows for Azure OpenAI use regardless of gating email.
Our team is working on getting this communicated to avoid any confusion and inconvenience.
Your subscription should be a pay-as-you-go account to ensure Azure OpenAI deployments are successful once your request is approved. If you are using any of the above subscriptions, please upgrade to pay-as-you-go and try.

When new rules to not provide open AI service to free subscription and student comes?
I have a friend who applied for the Opena ai subscription from a free account and he got the permission.
Edited: I have read the eligibility criteria and there is no mention that a free subscription ID not getting access to the open ai services.

As mentioned earlier, our team is actively working on getting this communicated and also to update the eligible criteria to avoid any confusion and inconvenience.
I would suggest you, upgrade to pay-as-you-go subscription and try.

I have the same problem, and I want to know what will happen to my free subscription when I upgrade to pay-as-you-go subscription. Will I lose any privilege like 100$ free credit?
Actually, I was able to select the Pricing tier of the Openai service the first time I got the approved emails. However, I didn't finish the setting cuz something I wanted to check again, and then I never saw the pricing tier, I just don't know if is it a bug?
