How to fix Windows 11 Spotlight not downloading lock screen pictures automatically?

I'm having trouble with the Windows Spotlight feature on my Lenovo computer running Windows 11. The lock screen picture should be updated automatically, but the picture files in the local folder haven't been updated since December 6th. After the pictures are rotated, my lock screen shows a blue stripe picture, and I can't get new pictures.

I suspect that the Background Intelligent Transfer Service might be the issue. Even when I turn it on, it automatically turns off soon after, and it always shows the start type as manual. Yesterday, I tried running a background download, but it also automatically turned off.

I've ruled out antivirus software or VPN as possible causes since I've already performed a clean boot. Can anyone help me with this issue?
