I'd submit a billing support ticket explaining the issue. A support engineer will then contact you about resolution.

I had joined an dummy "organization" of a friend years ago.
Now when I created my Azure, I saw that the name of the tenant was the same old organization. I left the organization and now my I have lost all access to Azure.
Can someone please help me?
