ho to fix access to full control over the hard disk

so i was having full control over my pc or Admin and i was playing around the netplwiz and no i cant have full control and cant run any adminastrator and when i try to change the owner i cant because it runs as a administrator. when i try to Click on the Change link next to the Owner field it asks for administrator permestion andi cant find yes i only see no button to click on
