Yes, the RDS Cals are backward compatible. You can but also note the session host will need to be 2019.

Can i use Windows server 2022 RDS CAL on windows 2019 Licensing server.
I Found Something in internet:

For clarity; I have a Windows Server 2019 license server and I would like to use the RDS CAL 2022 license(downgrade this license for 2019 and connect to host windows server 2019 (host and license server its te same server)
Windows Server 2019 RDS CAL licenses are no longer available in official stores, that's why I'm asking
