It sounds like your computer may have experienced a significant system error, possibly caused by the sudden loss of power. Here are a few steps you could try to fix the issue:
1.We could try to use chkdsk command to repair the disk file. But it seems that we could not open CMD window. So try to restart explorer.exe to check.

Safe Mode: Start your computer in Safe Mode to see if the problem persists. Safe Mode starts your PC with a minimal set of drivers and services. If the problem doesn’t appear in Safe Mode, it means the default settings and basic device drivers aren’t causing the issue. You can access Safe Mode by restarting your computer, then pressing the F8 key repeatedly before the Windows logo appears.
3.If chkdsk command not work in Safe Mode, you can access Safe Mode, try using System Restore to restore your computer to a previous state. You can access System Restore by typing “System Restore” in the Start Menu search bar and following the prompts.
