InTune for iPadOS is not updating to latest version

I setup an OS update policy for our iPads since we push internal apps to them and need to make sure an update won't break the app so need to test it before deployment. The issue is, for example when 17.1.2 came out we made sure that wouldn't cause an issue, so told the policy to install it.

All the iPads went to 17.1.1 and then said they were all up to date. For some reason it is stopping one version back from what it is told to install.

This is how it is currently setup.

    From your description, I know that the update policy for iPadOS was not worked.

    Based on my research, I find there are some information you can check for the update policy for IOS/iPad devices.

    • Check the policy status in Intune portal.
    • It is available for supervised devices, and it applies to IOS 10.3 and later(supervised), iPadOS 13.0 and later(supervised).
    • If you select a previous version, you must also deploy a device configuration policy to delay visibility of software updates.
