I can send the email through outlook with encryption-donot forward and encrypt now i want to integrate the outlook with my application (i am able to do that) but want to send emails through encryption-encrypt and donot forward methods in java orpowershell

I want to send email through my java code or in powershell to send emails but i want that the emails i send will automatic have encrypt ,donot forward option enable (outlook ) as per my user select that .

Till the time i am able to send the emails but able to send the encrypted emails want the solution but donot want microsoft admin exchange centre because in that we need the license and we donot want it through s/mime encryption i just want the normal encryption .
