Yes you can use express edition both for prod and non prod use. Express edition is free to use for commercial purpose. Please download and read documents here SQL Server express details.aspx, it clearly states that.

Can anyone please confirm if i can use sql server (be it any version) express edition for production and non-production both? I know its limitations.
