Hi,
I have 4 core VM which is licensed with sql server 4 core license. So, can I install multiple instances of sql server on this VM? I know sql instances might become slow.

Yes you can. This is allowed by Microsoft and is documented. See work-with-multiple-versions-and-instances-of-sql-server

@Chirag Sachdeva if you are asking in terms of license then NO, you would not be violating license. If you have license for SQL Server for 4 cores then you can go ahead and install other instance of same SQL Server and you would not have to pay license cost for new instance you install.

This answer is correct. Once you properly license a server or VM you can install multiple instances, but the docs link doesn't speak to licensing, only supported configurations. Licensing is detailed in the licensing guide: https://www.microsoft.com/en-us/sql-server/sql-server-2019-pricing
