How can I add a Payment Method of a credit card in a different country than the billing account?

I need to change the payment method on my account in order to pay my bill, but I no longer have a credit card available in the country that is associated with my billing account. How can I add a payment method that uses a credit card in a different country than the billing account. Surely you cannot require a user to only have a credit card available in a certain country.
