Windows Remote Desktop Licenses "your session will be disconnected in 60 min"

We are having issues getting our remote desktop server showing this popup.

We have a remote desktop license server running on a separate domain with a 2 way trust between them. The users all have currant active licenses assigned to them and the server manager dose now show any disconnect timer for their sessions till they actively disconnect. The users do not get disconnected after 60 mins but the pop up shows up every time they log in and we have set the active session limits to 9h. We do not have any spare licenses they are all curranty assigned but we do not have any new users trying to connect. we are at a loss as to why this error is still showing up despite using per user cals and having the appropriate number assigned.

    Hello,

    I noticed you are using a Per User CAL in your license server, and the end users may login with their local account, so it is impossible to get CAL assigned by design.

    If they are using domain account, there may be something wrong in the license server. You can check your license server and confirm whether their accounts have CAL assigned to them.
