Aruze GPT4 Vision API return <Response [403]>

I am currently integrating the Aruze GPT-4 Vision API into my project and have encountered a persistent issue that appears to be related to the size of the images I'm submitting. It seems that whenever I attempt to send an image over 80KB, the API responds with a Response [403] error. But the official limit seems to be 20M. How should this kind of problem be solved?

hello, I use the POST request to https://{RESOURCE_NAME}.openai.azure.com/openai/deployments/GPT-4-Turbo-Vision/chat/completions?api-version=2023-12-01-preview, the header is {"Content-Type": "application/json", "api-key": {MY_KEY}}. And use the python function to encode image:

The message_json is:

But when I use an image larger than 80KB, the reply is <Response [403]>. When I used images smaller than 60KB, I was able to get the results <Response [200]> back normally, but the response rejection rate was higher.
