Error code: 0x87D13B95 - Cannot find VPP license for app - SOLVED

How can I resolve the error "0x87D13B95" that appears when trying to install a VPP app on a device enrolled with DEP, without user User Affinity? I have tried purchasing more licenses, syncing the Apple VPP Token, factory resetting the devices, and reassigning the app to the group. The license type for the app is Device as Required Group mode. There are no connector errors in Intune for DEP and VPP.

Im having the issue for multiple apps and devices. he issue started yesterday, this is not the first time this is happening. Last time it fixed itself after some days, but I would like to actually know a fix.

    From your description, I know that you encountered an issue that when tried to install a VPP app on DEP enrolled device.

    I have done some research and here are some methods you can refer.

    1.You can change the license type from User to Device in Intune > Apps > iOS > app > Assignments

    2.If the issue still exists, please try to revoke and reassign the app lichens.
