We use Microsoft 365 and are looking to restrict users on our domain registered devices from linking a personal OneDrive account on their device.
Can someone tell me how this is possible, potentially through defender for cloud apps?

If the devices are managed, you can use GPO (or the corresponding registry keys) as detailed here: https://learn.microsoft.com/en-us/sharepoint/use-group-policy#prevent-users-from-syncing-personal-onedrive-accounts

You can use GPO/reg keys therein, too, so the process is similar. But since in the case of Outlook the definition of a "personal" account is a bit broader, you might have to configure additional restrictions as well.
