Creating a spreadsheet with fabric names and trying to get a small picture of each fabric color to pop up when hovering the cell.

If you are running Excel for Microsoft 365 Apps or Excel for web, you may try the Notes function.
Here is a thread, you may have a look.
Add a pop-up picture to a cell in Excel 2019 (Please note, Notes function is removed from Excel 2019 at present, but steps are the same.)
But if you are not a Microsoft 365 Apps subscriber or you are unbale to use Excel for web. You may need the VBA code to support this request. Please check out the following thread.

I am running the 365 version and still have not found out how I can add an image to the cell that only pops up (or displays) when you rollover the cell. The options are different than what or how I understood the 2019 version to work. Can you please give instructions to accomplish this? Thanks

If you are running the Excel for Microsoft 365 Apps, please go to Review tab > Notes > New Note. After inserting notes, please click "Show All Notes".
Right-click on border (not the interior!) of the note > Format Comment.
Colors and Lines > The drop down of Fill > Fill Effects.
Picture tab > Select Picture. Choose the picture that you need to insert. If you don't want the picture to be distorted, tick the check box 'Lock picture aspect ratio'.
Click Review > Notes > Show All Notes, this action can unpin notes, then you may hover the cell to have a check,
It will not let me click the border of the note nor let me change the text or color inside the note.

As of April 2024, i tried following the steps above, it ended up like the attached screenshot.
