Visual studio community edition for buisness internal tool

I'm having an hard time understanding the LICENSE of Visual studio.

I'm part of a medium company < 250 emplyees and I would like to develope softwares for internal use that will be used just by me or one/two other emplyess in the company.

The software won't be sold and it's just intended for internal use.

Am I allowed to use the community edition or do I need to use the Professional/Enterprise?

From what I'm understanding my case should fall under page 8 of the Licensing Whitepaper for the Microsoft Visual Studio Product Family and Visual Studio Subscriptions

Organizations
Any number of users within an organization can use Visual Studio Community for the following scenarios:

• Any number of users may use the software to develop and test device drivers for the Windows
operating system.

    As RLWA32 suggests, if your company is not an “enterprise”, you can use the Community edition.
