Have you deleted the download cache folder or the ‘_Instances’ file? The ‘_Instances’ folder is by default located at C:\ProgramData\Microsoft\VisualStudio\Packages\_Instances.
Please try to run the vs_installershell.exe file to launch your Visual Studio Installer: C:\Program Files (x86)\Microsoft Visual Studio\Installer. And check if it persists.
If it doesn’t work, I suggest you remove the folder: C:\Program Files (x86)\Microsoft Visual Studio\Installer. Then, re-download the bootstrapper file from Microsoft Site and run it as administrator.

Furthermore, if the ‘_Instances’ folder is removed, it can’t be recovered, you need to cleanup the previous visual studio installation and reinstall the VS.
